To me, government is a human invention that was thought of for the purpose of feeding corruption. It was born of corruption and remains corrupt. I give all governments a 10.

Well, it can't be a 10, because there are other governments that are even more corrupt.

Going by feel, I'm enclined to say 7, but bump that to an 8 when the Amnesty Bill passes.

I don't think most enter politics to be corrupted. But, if someone does well at the national level, its unavoidable. Unfortunately, the system is such that corporations and big money can provide the funds for a candidate to beat a rival. That puts your representative in a situation where he's indebted to who provided the cash. It's a vicious cycle. Where do you think your Senator/Congressman's priorities are - the workaday constituents or the MegaCorp that will provide the money to outspend the other guy?

For India it was (10-2.8) = 7.2 for the year 2004 (corruption free country rank was 90). It was (10-2.9) = 7.1 for the year 2005. ( corruption free country rank was 88). It was (10-3.3)= 6.7 for 2006. (corruption free country rank was 70).The improvement was partially due to on Right To Information Act, use of computers and IT in government departments etc.

For USA it was (10-7.3) = 2.7 for the year 2006. (corruption free country rank was 20). Finland, Iceland and New Zealand with(10-9.6) = 0.4 , get the first rank for the corruption free countries list.
