I've had the ducts cleaned out, but the lint filter still fills up and has to be cleaned out twice during each cycle. Also, lint gets all over the apartment.

This tells me you have a dryer that is really moving a lot of air !
That is actually good. What is not good is your claim that it is also being distributed around your apartment. check your venting hose for breaks or gaps. if true there should also be additional Humidity in your apartment. moisture on windows etc.
do what you can to check this, but the air movement is great.

Well, the lint is coming from the clothes in the dryer. Is the opening of the dryer vent clogged? Is there a lot of lint on the ground under the opening of the duct? If not, have you had the dryer itself cleaned out? It sounds like something is clogged, but if the lint filter needs to be cleaned twice during each cycle, you are drying something that is fuzzy or has alot of loose fibers in it.

The lint comes from the material you are drying. It will never stop. I have done this for years, especially with jeans. Lint inside the apartment tells me that there is a bad connection or a break in the discharge duct.
