Well the obvious consequences would be that white men would still control the government and society and women or people of color other than white would not be able to vote.
In essence our society would be like that of many middle-eastern societies where only those with the most power (property-owning males) would be allowed to vote. The united states would no longer be a democracy and our country would probably be a dictatorship or aristocracy where only the richest white males ruled.

If they had not been passed, then they would be passed as quickly as possible.

If they were not passed then there would be no women nor African-Americans in positions of power or authority or leadership, and we'd have to have a Civil Rights Movement to fix it all (oh, they were passed and we had to have the Civil Rights Movement anyway)
