I'm going to buy a video card and requires 300 watt of power. I just checked and it says I have 300 watts in my power supply box. Does it mean I can use the vid card?

No. Not unless you don't use the rest of the computer. If the card itself wants 300 watts and the power supply for the entire computer is 300 watts, what's left for the rest of the machine (and it's not just a few watts, by the way.)

That's why they state "Power Supply Required." I doubt even a 400 Watt power supply in the computer would be sufficient.

No

If the video card itself consumes 300 watts and you have a 300 watt power supply in the pc you do not have enough capacity in the power supply to drive the rest of the pc's needs and the video card.

You will have to beef up the pc power supply OR run the video card on its own separate power supply (which must be at least 300 watts).

Check the power demand of the video card again. It seems like a lot. Perhaps they are saying that the pc power supply must be 300 watts if you use their card. If that is the case, you are ok. Again carefully check the wording and intent.

Does it say that it requires 300W or a 300W power supply. You wrote it out that the video card alone requires 300W. If that is the case I would go as far as suggesting a 550+ power supply. You dont really want to run past 75 to 80% of your rated wattage. This will cause extra wear and tear on it.

I would suggest you get a 400Watt power supply. The video card may use 300W but you may still need power for the rest of the computer devices. Remember you need to account for the Fans/Hard Drives/CDrom Drives/USB Devices... these all use power.
