No, it's not true.

Turkey vultures do produce scat droppings. That indicates they do have an anus.

from the expert labs of Cornell University, they provide this information link:

http://www.birds.cornell.edu/AllAboutBirds/BirdGuide/Turkey_Vulture_dtl.html

They provided this interesting fact:

Like its stork relatives, the Turkey Vulture often defecates on its own legs, using the evaporation of the water in the feces to cool itself down.

There you have it--a new piece of knowledge

Many birds do not have separate openings for solid or liquid waste or for reproduction. There is sometimes (or always?) one single opening, called the cloaca ("clo-ay-kuh') that the bird uses for all three. Therefore, someone might have said that in a strict sense it doesn't have an anus, in that it doesn't have a separate orifice for droppings. But of course, there will be an opening into the cloaca from the digestive tract.

No anus...it is called a cloacha and is one opening for both waste from kidneys and the intestine. I think it might also be the same opening for laying eggs...gosh that zoology class was so long ago! Look up "cloacha"....that much I am sure of! Good luck...

This is one of those questions like what spark plugs fit a diesel. All birds (and reptiles) have a common urogenital/anal opening called a cloaca.

Then how does it excrete the waste solid? Check in a good book of biology. Right now I don't have one, else I would have looked it up for you.

It is not true. Birds do excrete their urine with the solid waste however.
