Yep, its normal. The head of their penis can still kinda shrink back into whats left of the foreskin. Some times its just because of the temperature, or because a little extra skin was left when he was circumsized.

What you do want to watch for, that doctor DONT warn you about, is the fore skin re-attaching to the head of the penis. It will try to regrow there, for months. Always pull the skin back, and wipe it clean whenever you change his diaper. If it grows back together, carefully pull it apart. It gets red and irritated when you do that, might even bleed a little, but its better than an infection, or him losing sensation as an adult. There might even be white/yellow piffly stuff under it, its the stuff our bodies make when they fix themselves. As he grows and stops wearing diapers it will stop trying to grow together.

It's a baby. Why submit to an elective procedure like chopping up his penis when there is absolutely no benefit. In fact, studies show that babies who were circumcised tend to have an extremely overactive central immune system later in life. It means that pain, is well, more painful. It's 2014.

Buried penis is one of the many unintended consequences of cutting on the tiny genitals of a newborn baby.
no doctor can tell how much skin he will need when he is a full grown adult. It is a total guessing game and many doctors cut so much away that it forces the penis backwards towards the body and into the natural pad of fat at the base of the genitals.

Its not normal, but then again, neither is circumcision.
