It didn't happen in Book 5 (and still hasn't as of Book 6), so no, it's not Ron and Hermione.
If you're referring to the bit in the trailer where Umbridge uses magic to separate a kissing couple, I don't think it's supposed to be anyone in particular. Umbridge doesn't do that in Book 5, but it must have been OK by JKR to include it in the movie, just to show how she micromanages things at Hogwarts. At the same point in the trailer, she uses magic to straighten a couple of students' ties.

Ron and Hermione haven't kissed at all yet...in any of the books. It'll be Harry and Cho in the 5th movie (yeah unfortunately, I cannot stand Cho!!!). It's Harry and Ginny who kiss in the sixth book and it's awesome!!!

it never happened in the bookk... but maybe they wanted to add something to the movie-- but harry and cho kiss in the fifth movie so maybe thats the image you are thinking of.

They couldn't be. As of yet, they still haven't admitted they like each other. In the books, anyway, and that doesn't bode well for any budding romance.
