Check the safety switches, the one on the clutch/brake pedal and also the one under the seat. Make sure the mower deck lever is not engaged. There is also a fuse, it should be near the key switch.

Check and see if voltage is getting to the starter when the key is turned. If so, you most likely need a new starter. If no voltage, you will need to check all safety interlock switches, one at a time using the voltmeter. You'll need a voltmeter and a helper to do this. If you don't know what a voltmeter is, or how to use one, you'll need to take to a small engine shop.

It sounds like the starter switch. Try jumping the terminals on the starter or the ignition switch.

NOTE: Sometimes there are multiple safety switches on mowers so you can not start it without sitting on it with the blades disengaged.

I except email.

Check the safety switch under the seat. They sometimes get bent and don't make contact. This will "tell" the engine that no one is sitting on the seat and it will not start.
