Yes, he should have jumped up, ran and got in his jet fighter, and flown to New York to shoot down any other suspected hi-jacked planes! Is that what you wanted him to do?

His behavior that day was very strange to say the least.
If he was caught off guard then surely he should have first thought that he could have been a prime target which in turn would have endangered the civilians nearby him.

Even if the Official version is to be believed he certainly showed few leadership qualities that day.
More importantly is the fact that he lied several months later when asked in public about his recollection of that day

We planned it and prepared for it but i never thought we would actually do it .

it's hard to look surprised and react in shock and awe when everything is going according to plan.
Would it have been so outlandish to tell the teacher and students that an unexpected matter demands his immediate attention and that he apologizes for not being able to stay any longer. (LOL! GWB Apologizing! yeah, far fetched isn't it?) remember that within an hour of Pearl Harbor being attacked the president was on the radio informing, encouraging and comforting the American people, all GWB did was rally the people to follow his personal agenda then consistently kept telling us we must live in fear.
