Practically all modern OS (All Linux, Solaris, Unix,et al plus any Windows that isn't a "Home" version) includes FTP server software.
The problem isn't doing it for free, there are many options for doing that.
The real issue is to know how to set it up securely so you don't become a repository for the world's hackers.

Dave's links above are great, but some are for FTP servers and some are FTP uploading tools. There is a difference!!!
