The cricket rules & regulations are same in every cricket playing countries & they are made & maintained by international cricket council 'ICC' .
Due to differences in weather , conditions etc there are some differences in there mentatlites and preferences .
For example in india no body wanted to become a fast bowler beacause of very hot weather conditions , batting is there first preference followed by spin bowling and finaly and rarely fast bowling .Therefore pitches are made more ideal for batting and spin bowling ,thats why you find good batsmen and spinners in subcontinent .
In africa ,england ,australia weather is cool ,and favourable for fast and aggrasive bowling .Due to good fast bowlers there batsmen are more attacking .People there dont have time to watch test matches and 50 over matches therefore 20-20 cricket is more populer there.

Cricket as a game is played the same way. Subcontinental wickets and also most of the wickets in the West Indies are rather slow and the ball keeps low. Spinners hold the aces while playing on these wickets and a genuinely quick bowler who knows the nuances of reverse swing can succeed. Unlike in England, bowlers can't expect a lot of swing in the air and seam movement off the pitch.

Batting is relatively easy, where the ball comes on to the bat and the batsmen can hit through the line for most of the day.

Crowds are rather boisterous and raucous. It is more of a festive atmosphere and the noise is defeaning, especially if the home team is winning.

Yes, cricket is played differently in different parts of the world. For example indians play cricket to lose while australians play cricket to win. South Africans play cricket in a more athletic way while indians play cricket sleeping. West indians play cricket for a complete batting collapse while cricket is played in england so that a gay action can be displayed in front of the crowd.

All rules of cricket are the same but players from other parts of the world definantly have different styles.
The pithces in the sub-continant tend to keep slow and low so the tend to use their wrists all lot more than the English.
As far as i Know there is no great difference between English and African cricket.
