Try booting into safe mode and uninstalling it. You can either get to safe mode by going to Start > Run and typing msconfig in the box and then going to the BOOT.INI tab and select /SAFEBOOT from the options or pressing F8 as your PC starts up will get you to safemode as well. Once in safe mode try to uninstall IE7. If that doesn't work, you might try system restore but there are no promises on that either. And yes, there is another version of IE7, Yahoo! flogs there version a lot but I don't like how it says IE7 provided by Yahoo or something like that. I don't use any version of IE at all though I have version 7 installed, that is mostly for the security updates it provides. Most of the time I use Opera or Firefox.

Internet Explorer 7 can't be uninstalled. It is part of the operating system. It is required for system updates. Are you sure that you didn't just delete the icon? As for the start menu try pressing the key with the Microsoft logo in the upper right of your keyboard. You should then be able to get to system restore.

Ditto Barkley Hound, above. Whatever you're using (Firefox or Opera) you should keep a copy of IE7 around...no need to uninstall it! So go to Microsoft and fetch a new copy toot sweet. It can sit there without interfering with your favorite browser.
Further, some software, notably Microsoft itself, but also others, are mean-spirited enough, that they *require* IE7 to be around to allow you to update your system!

first, try moving your cursor to the bottom of the screen, if the bar appears, right-click it. Select properties and uncheck autohide taskbar.
