I made a mistake to my question. At-risk students are placed in special education. I meant at-risk students are commonly placed in classes with disabled students. However, placing at-risk students with disabled students does not provide appropriate education to the disabled. I wanted to know how come at-risk students are placed in classes with disabled students.

Because Special Education is often used as a warehouse for students who are too disruptive to be kept in the regular class rooms, but who aren't disruptive enough to be sent to "Alternative School" or whatever they are called where you live. Often these kids are developmentally normal and sometimes are actually gifted.

It really depends on the situation. In my district at the K-5 level we build our classes heterogeneously. We have a mixture of students at all levels. This is usually the case in most schools. You may have at risk, special ed., average and above average all in the same general education class. We do offer support for both the Special Ed and AT risk. We consider the at risk our basic skills students.

I'm not sure where you are, but where I teach, at-risk is not an automatic in for special ed.

I teach in a residential facility with 100% at-risk students. Several of them are special ed (LD, ODD, bipolar, etc) but being at-risk is not part of the diagnosis.

I'd like to hear more details about the situation you mention. Federal and state laws are pretty firm about what is and isn't special education.

Because schools get more money for the disabled students (special ed) so they make up reasons and lies to tell the parents so the parents will agree to put kids there so the school can get MORE MONEY !!

They do not care how they hurt children and how they cheat them out of an education. They just want MONEY.
