The windows shield by itself usually indicates that automatic updates have been downloaded and are ready to be installed. Hover over the icon and see if there is a message.

I have Windows Vista Home Premium as well, and the shield is the Windows Security Center, which is like Norton because it helps protect your computer. If it's on, you will get security updates. If it's off it will be red and have an X through it.

That yellow shield means you need to download some important updates for Windows. Also, when you are done, set your Windows Security Center for AUTO updates, like at 3am each night.

its an update thing. most likely you need to just restart for the update to take full effect and to get rid of the shield.

It means that the computer is downloading security updates /windows update form Microsoft.com.It is important as without security updates your computer might be more vulnerable.

If im not mistaken i believe that means you might have to run the program with administrator privileges. if it dosent work by simply double clicking it. if you need to run as an administrator, just right click th file and select run as administrator.
