Hello dear!
Initially, in the ancient times they had sundials and mechanisms, like that of Antikythera (more than 20 centuries old) to use them like GPS, mainly for ships! This mechanism was presenting the exact location of the stars and planets in the sky.
Knowing these, some centuries ago, a British guy, sorry i don;t recall his name, tried to have the exact time. Knowing the exact time in England and observing the Sun, they could understand the position of the ships in the sea!
