Like most answers, it depends. Employers aren't required to give you paid vacation time, or vacation time at all, but on the other hand, they can't enslave you and make you work there either. So yes, it's very probably legal.
If you are one of the very, very few people in the US that actually has an employment contract, you can check the terms of that. You can also look at your employee handbook, but they are not bound by what they put in there. It just helps you with your boss if you can point to something that HR in your company will enforce.

Like the answers already say - depends. If you have an employment contract then you have something to fall back on, but if you don't then well -- bummer.
Many companies have times when they do not allow vacation, and that's perfectly legal. They can also have "use it or lose" it policies on the time you have. So if your choice is take it or loose it - well......take it.
You may not like the policies of your work environment, but an employer does not have a legal obligation to make you "happy" -- so you are perfectly, legally within your right to seek other employment.

Vacation time is an employee BENEFIT given by the employer and yes they can say way vacations can be taken.
They can also mandate vacation times. Many manufacturing, shipbuilding, etc. plants close completely between Christmas and New Years and this is one week vacation for everyone.

I don't know if they can "force" you to take a vacation - that would constitute a layoff, I would think.
As for the restrictions, that they are able to do. They can tell you when you are able to take your vacation time, just so long as they don't refuse your request during the open times. A lot of industries will restrict vacation requests so that their busy time has full staffing. In the long run, this saves money and jobs as well.

Happens all the time. It is perfectly legal. Many times companies have certain times where deadlines must be met and can not afford to have employees take off.
In fact, within my company, taking a cell phone and laptop are a must when you go on your vacation. Business does not stop in today's ultra competitive society. Even when away from the office, I expect my employee's to be conducting business.

The employer is free to determine when you can or cannot take vacation.
