I am quite sure that this is an amateur radio mast and yes, at the size you have stated it requires planning permission. Radio hams have tried all sorts of ways of getting round planning regulations for these structures, the most common is by putting it on an old trailer and claiming it is mobile. The council should have none of it, if it is secured with cables and is permanently erected, it needs consent.
Check with the planning department whether it has permission and a tip for you is to go through the planning enforcement section. If it does not have permission they will investigate for you and they have to keep your identity confidential so no one will know who has complained. This guy sounds like a radio ham ...planning permission will be necessary at that sort of height. The size of the parts that stick off the pole determine the frequency that it works at. If they are long then it is a low frequency device and if they are small it is a high frequency device. There is no real law to what is safe i think someone at home is limited to 2 watts output power max.

Sounds like a ham operator or CB hobby. I am not sure but you can go to the city and check your local codes to see if there is an ordinance against a 60 foot tower.
Another issue I would be looking into is lightning. Something sticking up that high where I live would get struck every season.

i would think anything of this size would need some sort of permit. i wonder what its for ? he is trying to get better internet connection or is he stealing internet access from you and your neighbors. a 60 ft. pole, with wires etc. sounds just a little strange for a neighborhood so i would contact your local government and ask them who you should talk to about it. the thing is if the pole and stabilizing wires were not done by a professional it could come crashing down on someones house.

it would seem your neighbour has not taken into account your feelings when errecting this structure, it sounds like a radio mast of some sort, may be for his home hobby as you say, ie radio ham/ CB's or it could be for the use of a radio cab company, it would be worth checking with your local authority about this, hope this is of help, good luck.

if its less than 15 metres high unfortunately you have no planning complaint.
I agree though, it seems selfish.
60ft is above 15 metres so it might be worth measuring it properly. If you want to know how to do that just email me, i wont type it all out here if you already know. ( the tree surgeons trick )

who knows, contact you housing association, or some sort of authority. I would assume that it needs to be checked for stability, you wouldn't want it falling on a house, car, or child. Oh and also consider lightning strikes.

I would think that your city or town ordinances would have a "ruling" on this type of structure. Call your city or town clerk to verify this. This would bother me as well. Good Luck.

What are they making?
Your town hall.
Call Code Enforcement (this is what they do with unsightly items on property) to see if what they made is legal.
