The Van Allen radiation belts trap electrons and protons, most of which are energetic enough to be considered "radioactive" (i.e. electrons as Beta particles).

Passing through these "belts" of charged particles can cause damage due to the effects of those particles. This applies to both unmanned satellites as well as manned missions.

Satellites orbiting inside the Van Allen belts (mostly Global Positioning Satellites) must be designed to withstand the dose of radiation received.
