I use Quicken, and have for years (since the '97 version). I no longer ask myself "Where did all that money go?" I know exactly where it went (can be depressing at times, especially when I look at the Fuel category).
Since my hubby is not a "computer guy" I also keep a written (very general) budget so he knows where we stand for the month.
This site has some great tools & personal finance articles:

I would suggest getting some software, either Microsoft Money or Quicken. You can get it for $50 or so.
I personally have MS Money and it has helped me a great deal with budgeting, knowing where my money is, what I owe on different cards, etc.
It takes about an hour to get everything set up, but after that only a few minutes a day to keep up to date.

You can use Excel. All you need to do is this:
1. record your expenses for a month,
2. assess which you could do without,
3. set a budget per month (split into required and discretionary, and then further by type, e.g. Bus pass, fuel, food)
4. record your expenses for each month and compare for differences.
Simple, and it will work.
