Yes, take her to the Doctor...No ER is necessary. She prob has a UTI(urinary tract infection) or possible bladder infection.
She will have to urinate in a cup, then if infection is found, she will be prescribed an antibiotic, drink lots of water/cranberry juice..etc A single beer can even help (flushes the kidneys)

By all means, get her medical attention immediately. Urinating blood is not normal for anyone. It is LIKELY only a urinary tract infection, but only a doctor can diagnose for sure.

Your mum needs to go to the hospital.

She will be fine after some treatment, she needs fluids and antibiotics.

Sounds like she has a Urinary Tract Infection.

it might be urinary infection which is common in diabetes. and it may due to renal stones which might get dislodge from diff palce ..like kideny , ureter or baller..which gets stuck in the urethera. or there may bleeding from bladder due to many reasonns..
fresh blood in urine is emergency ..and need immediate care and investigation.
