In most cases feces goes into a treatment facility. After it has been processed it is released back in the environment.

Your question and concerns are still valid. Sewage is only one component in a complex system that determines how clean and safe water is to swim in. Some areas have dangerous levels of microorganisms and other toxins.

The answer is they all go into the sea.

These sewerage are not safe to be converted into fertilisers as they may usually contain higher doses of heavy metals, terminating life.

Always, before they are channeled into the sea, they temporarily come to effluent tanks to be tested for dangerous substances. If exotic toxins or unusually high heavy metals or radioactive substances are found, the sewages are quarantined.

And always, sea is the ideal sewage disposal point as the sea is vast, salty, full of decomposing bacterias & is a cheap way of sewage disposal.

If you have a good government group, strict regulations and seawater quality testing is facilitated, go ahead to swim.

I am quite sure that these towns have sewage treatment plants the same as any other American city or town.
If you are in doubt about the water being clean enough to swim in, use the city pool.
