It's the hive mentality; he does what the other toys do.
OR
Since he really IS a toy maybe he has an built in instinct to shut up and is just not aware of it.

thats a really good question actaully...haha..iv never really thought that before.
i guess its just because ne thought he was an alian or something (didnt he think that he wasnt on earth and his mission was to return??) and many he thought that keeping still was his way of not getting noticed by the alians (the humans).

Because it is an animated film, and like most movies if you really start to think about it too much, you can find problems with them all, haha.

At first he doesn't; Woody needs to tell him to. When he finally does, it's because he is trying to fit in with the aliens (the other toys).
