Hard to tell. Who knows if they are UFO's or not. They could be.

Buzz Aldrin says that the Apollo 11 crew saw UFO's on their trip to the moon.

They are indeed ice and debris, out of focus, thus appearing massive and diffuse.

The first rule of interpreting photographs and videos is to understand the various effects that can arise that may cause unusual appearances. Small objects close to the lens and not in focus will appear as large round blobs, just like on the tether video.

The controversy and poor video resolution definitely puts it into the realm of a UFO.

With no other visual reference and as badly out of focus as they are, it's difficult to tell.
