Whether or not it is illegal may depend on the country/province/state you are in. But it's certainly boorish and inconsiderate. Private things should be private -- wait until you're really alone, not just inside a stall with a bunch of other guys outside listening to you moan. That's disgusting.

If you go by the book, masturbating in public areas (including public toilets) is illegal. Though some people won't mind as long as you do it in a cubicle and where they won't see you.
