Week block sucks. I've torn all mine out and just use a good layer of mulch and gallons of Roundup to keep things clear. I will also use a good layer of newspaper under the mulch. It decomposes after a couple of years, but it's much easier to deal with than that miserable fabric.

the seeds probably germinated on top of the weed-blocker.Just pull them out.
