There are dozens of reasons. At this point in time, it is likely because the administrative branch is Republican and the legislative branch is Democrat. If the president refuses to sign laws that the legislature passes, nothing is accomplished. If the legislature refuses to write and pass legislation that the administration wants (the immigration bill is a perfect example), nothing is accomplished.
However, if the administration and the legislature share a political ideology, A LOT of laws are able to be made... and then the unrepresented party believes the system to be broken because they don't like the laws.
Washington isn't "broken." It's operating in exactly the manner that the founding fathers set it up to operate. However, I'm sure they would be gravely disappointed with the partisan finger-pointing that dominates the modern political landscape and has polarized the entire nation.

Don't you watch the news? People jumping ship, George appointing new advisors all the time and then using his appointees as scapegoats! The Gonzales debacle. Congressmen wanting to diddle pages, George and Harriet Myers. Scooter Libby going to jail. Jefferson with money in his freezer, and then there's the Democratic congress that can't get anything done because our Republican president vetoes everything. Meanwhile a war is raging in the middle east and we are in debt up to our eyeballs to China! That's what's broken!

Because it is broken. Broken the same way the Roman Republic broke: because years of external wars produced men of such wealth that their influence grew so great that they thought they were more important than the Republic. When their power and wealth were threatened, they subverted the mechanisms of the Republic in order to keep themselves in office and enrich themselves while pauperizing the country.
