When designing a relational database, what steps need to be taken?

Don't go overboard on creating tables to house data that could be held in one and joined once to the main record. No one builds a perfect database right off the bat because you will always come up with new ideas that will have to work around mistakes made early on. as long as you keep it simple to begin with it will be easier to modify later. The simplest solutions is always the best and most efficient. Remeber that you want to create your databases so that others that come after you can understand the logic and flow.

2. Draw an ER Diagram
3. Normalize it

Clear structure and clearly define your tables and keys, lockings, reporting are really the main keys.
