I retrieve a chair in excelent condition that someone had disgarded.
I've used apolstery cleaner, Lysol spray and Frebreaze, yet there is still that "basement" musty smell...
is there anything else I can do short of having it totally reapolstered?? Thanks

A few days out in the sun right side up and flipped over so the underside can get the sunlight might make the musty smell lessen. You almost never get the smell out of a car either Poly foam seat cushions soak in smells.

Take it outside into the Hot dry air sun for a day or two, cover it up with plastic at night. You accidently made it worse by washing it... it may even have some pet odor in it. There is something called oust... try that generously, but putting it outside in the hot sun to bake away the crud is a good idea, annnnd, you mite want to get some might spray like LICE spray (you can get that at walgreens/eckard/cvc...in the shampoo area or near it ask the pharmacist) if it has been sitting for a while... that is also probably your problem... if its been sitting for a while and attracted some little stinky buddies.

TRY JUST PUTTING IT OUTSIDE IN THE SUN. THE FRESH AIR WILL MAKE IT FRESH
