If I don't plan on overclocking, what speed difference will i see between DDR2-800 and DDR2-1066 memory?

This would be with the new E6850 CPU running at 1333mhz

A little difference, but nothing massive. To be 100% honest, it will not even be really noticeable to the naked eye, you would need to have a stopwatch out to actually notice the difference. Make sure to also look at the timings, if the 800 had lower timings, it would decrease the performance difference even more. I wouldn't pay more than 10% more over the cost of the 800 for the 1066.

You will see a little difference as the speed are pretty close. But overall your performance will be better with the 1066

If your mother board supports 1066 Memoery go with it. There would be a definite increase in performance due to the fast availablitly of RAM

it depends on fsb speed check with the motherboard manufacturer
