the lack of a law i believe you are refering to is the saposide law about filing an income tax return..you can read the irs laws inside and out and it says that filing a federal income tax is OPTIONAL althou the gov will still prosecute you for not filing one..whats really funny is watch a trial for that and the defense attorney can ask to see the law his client is being prosecuted for till hes blue in the face and they cant provide one because it doesnt exist...also in 1932 the supreme court ruled that the government can not tax on personal labor but that also happens every pay check..you might want to check out the site tax-freedom.com it will have more info

Filing a return is optional IF you do not owe the government, if the government owes you, you'd just be stupid not to file. generally the people who do not file neither owe or are owed anything (people who had zero income)
