I remember a few years back there was at least one movie with a really fat cop who was a martial arts expert. Can anyone remember one of these movies or the guy's name?

...as with several other answerers, I am inclined to peg Asian actor Sammo Hung, as the actor you are looking for.
One of the last films I recall Sammo starring in (during one of my last Naval Submarine port-of-call stops in Hong Kong), where he plays a cop, is the Hong Kong actioner "Don't Give a Damn", from 1995, and released here in the States as "BURGER COP"; in the film, Sammo's cop character is one of three police investigators, on the trail of ruthless drug dealers.
Also starring dynamic Asian action star, Yuen Biao, "Burger Cop" was originally supposed to be a film that reunites Sammo, Yuen and Jackie Chan, who had not worked together since the comedy/actioner "Dragons Forever" (1989); however due to Jackie's shooting schedule on other films, the reunion regrettably didn't happen.
