There's one word at the root of the sadistic pleasures involved with deliberately hurting others: DECADENCE.
Only decadent people are deliberately cruel. Decadence comes from satiety. Too much to eat and to drink, too much power and money, too much leisure time, too many drugs-even when they're prescribed by doctors in the most elegant clinics all contribute to what you're describing.
Like "love" and "hate," there seems to be a fine line between "decadent" and "evil" that is stepped over again and again by people losing their balance. I don't think that they're one and the same, however. The former Soviet Union was "evil" but not particularly "decadent." Miss Paris Hilton is sadly a decadent young woman. Let's hope she hasn't crossed the line and is "evil," as well.
What function does Decadence play? I suppose it's a symptom of decline, the kind that is followed by "rebirth."

Or course its evil. What is evil? Are you evil for the things you do? or for the reasons you do them? or even yet for the lack of guilt that accompanies those actions?
Weak of mind, yes. Weak spiritually.
What sort of thought process, synapse configuration, brain chemistry, upbringing, genes, or what-have-you that can trigger such perversions is still a mystery to science, Im sure.
I dont know how someone can change from a good moral clean-slate of a baby to a perverted, selfish, pleasure-seeking -at-all-costs type of person. Even babies are selfish and pleasure-seeking... but upbringing instills a desire for social acceptance.
Some pleasures are natural and dont need to be learned. The ones that do need to be learned, but arent taught... how do they happen? Good question. Perversions exist in many forms.

An evil, sick need to dominate and control others is at the root of it. A person who derives pleasure from hurting others should seek psychiatric help in an effort to undo the ravages of his childhood. The person deriving pleasure from hurting others is BOTH weak and evil, but also mentally ill.
