The most accurate way to messure house water consumption is with a water meter. After it is installed you can measure the ammount of water that by subtracting the initial reading from the final reading.

More time consuming ways would be observing how many times the toilette is flushed in a particular period of time, keeping track of how long a particular fixture has been used in a day and then multiplying the time by the flow rate.

newer toilettes 1.6 gallons per flush
Newer shower heads 2.5 gallons per minute
sink faucets with an aerator 1.5 gallons per minute

Fixtures more than 10 years old or that do not have an aerator on the spout can provide greater flow rates
