Actually, there is nothing i enjoy more than a debate. I roam these woods because most people have a different opinion than i do, and that means there is ripe ground for good debate.
I also enjoy the Y! population. Some regulars are quite eloquent, even if most top contributors have trouble spelling and making coherent arguments. I do not know why there is not a correlation between talent and status in this medium, but it does not bother me very much. People like Scrooge make up for every Gotcha and DeadMarx out there.
Besides, the format is quite simple and it allows for a variety of opinions to resonate. I would like to know what sector of the population uses this services. There is a definite dearth of Black opinions.
As for civility, I appreciate civility if it is accompanied by good faith. As soon as i encounter people who purposely peddle fake facts, I try to get them to give a reference. If they fail, i attack. There is nothing more worthy of contempt than a liar. Liars are clogging our media and our culture. I have not tolerance for the kind. We have enough with these fake wars on drugs, communism and terror that are really just a cover for Class War.
Anyhow, pleasure to answer.
PS. the site offered above has an interesting format. I would definitely use it if it involved a larger amount of people. I do enough preaching to a choir of friends (often visited by Bachus and peers) and am instead looking for that rare breed of conservative who offers lively debate. SO check out the site Repos and Demos, maybe I can ridicule you there too.

Inpossible! In politics theres is always a hidden agenda that politicians and their parties or governments don't want and can't put on the discussion table; therefore, they will intentionally divert the debate direction into a "shouting matches" and "crass comments"

You could if you made it a rule not to generalise or attack on a personal level. Not make up false statements that you are well aware are false and not tell blatant lies.
If you read a question or an answer that contains any of the above you know you are dealing with somebody who has just got his ideas from something he heard or read a few minutes ago and probably hasn't a clue what he is talking about.
Just because you see something in the media doesn't make it true. Just makes it questionable.

You could try the new site based on direct democracy, http://www.myverdict.net, where issues are decided depending on reasoned, coherent argument and where you can even change your vote should an argument persuade you. Questions can be asked from a local to global level, covering 244 countries, 3,897 primary and 21,871 secondary administrative levels. In the UK politicians are asked to give their opinions on issues raised. This facility will eventually be extended worldwide. No personal information is asked for by this site and they are not trying to sell you anything. Surely worth a look.

On a one to one level, if we agree that both sides have valid points to contribute in the discussion the answer is yes. On a mass level where one side refuses to acknowledge that the other side even has a right to their own beliefs, much less valid points the answer is no. It is unfortunate that far too many people who think they know and understand politics really have no concept beyond the day's stale talking points. In reality, where a forum like Yahoo Answers is concerned I would say it is never going to happen. Therefore the best course is always too make your points in an intelligent manner and hope you reach at least one person. It doesn't matter whether you actually change their opinions so long as you inspire them to think for themselves.
