He can. There isn't a rule against it. But he's better suited to play in the main squad, so the Under 21s manager doesn't have the option to pick him. You can only play in one squad, Or another. Not both.

There is no rule against it he could be dropped to the under-21's at any time, but it wouldnt make sense to make one of englands best players play an extra tournament when he has just played last years world cup and had a full season at Man U, with the Euro's coming up next year, playing for the under-21's would just be silly

He could play if he wanted, there is no rule to say he cant even if playing for the first team - but he plays a long season at UTD then most of the England first team matches, so why would he want to tire himself out by playing for the under 21's!!??
The under 21's is only for players who haven't yet broken into the first team to get some international experience...other than that it's pretty meaningless!!

Rooney can play for the Under 21 and should. Always pick the best team for any tournament

I believe the ruling is he can only play for one or the other. The full squad or under 21's. Not for both.

actually he can, but he is in the senior squad now, so it doesn't make sense if rooney plays in the U-21 as well because by doing so, it will deprive a place for another player...
