OK. i'll try to explain it step by step, i'm still 15, though.
first, form an equation. therefore, it'll be something like this. (differs according to your liking)
x:y=y:z (step 1)
is 14
-z is 280
therefore, the equation will be like this:
x:14=14:280 (step 2)
step 3, solve the equation. Now, this is a method i learnt, i dont know if you use the same method but i'll explain it anyway. So lets take as a:b=c:d, to find any unknown, multiply a and d, and b and c, so it'll be like this.
ad=bc.
Why? because if you simplify it the longer way:
a/b=c/d (because : equals to divide)
then you cross multiply a with d and c and d.
That's why!
ok, so now, you solve the equation.
x:y=y:z
x:14=14:280
280(x)=14(14)
280x=196
x=196/280
x=0.7
Understand? if you do, please reply back! and hopefully, you'll pick this as your best answer! ;)

OK, can't believe I'm doing this but here goes:
y (14) is 5% of z (280), so x must also be 5% of y.
So just work out what 5% of 14 is to find x. There's probably even a button on your calculator that does this, otherwise divide 14 by 100 to give you 1%, then multiply that by 5 to give you 5% of 14.

I'l reinterpret the question for you.
x/y = y/z
y = 14, z = 280.
Substitute in the equation and get x
x/14 = 14/280
x/14 = 1/20
x = 14/20
x = 7/10

um..
Y:Z = 14:280
X:Y = x:14 = 14:280
x = 14*14/280 = 0.7
