A bit of both actually. What the majority come to believe is often engineered and motivated by the social norm, e.g if its norm to wear no shoes, then most would wear no shoes, despite the implausibility of their beliefs.
On the other hand, society is just a reflection of the people living within it. The more power the government holds, the more it reflects the will and ideas of the government, whilst one where there is more power in the hands of the people better reflects the people.

Its an intertwined relationship the way i see it; As some of you have said, the status quo of society is what "we" developed in order to coexist with the environment...as a result, there are certain norms that we are expected to abide by...according to the "society" we have created....
hence, you could choose to live outside of those norms, and you know society's reaction to that don't you.....personally, when it comes to business, i believe that we have to make certain sacrifices, be slightly flexible in order to interact well and get what we want/need from society...
