the bill is in pristine condition but it appears the bright green seal of the department of the treasury was never printed on it. it is a 2003 series a and the watermark and security strip are both present.

Misprinted money's worth can greatly vary. Sometimes it can be worth very little and sometimes worth great amounts of money. One misprinted $20 bill sold for around 1000 times its value. As far as determining the how rare your misprint is and it's worth, I'm not completely sure. You could goto a collector or just try selling it on eBay and see how much people bid it. Many cities have have currency collector's shops and its likely if you look in your phone book you'll find. one.

There is actually no way of telling what an error note is worth until it is sold. Error collector are a group by themselves and very few price guides are out there. What one sells for at auction one week, is not necessarily a guide to what another one will sell for. You would however probably do better at an auction than going to a currency dealer. You could try a couple of currency dealers to get an idea of value, try more than one if possible.

A similar error note also from series 2003A was sold last month for $55. That note has some stains, so yours in pristine condition should be valued higher.
