I have scanned some figures in some books. I have found that some of the figures I scanned are not scanned properly. I need to rotate the figures slightly to make it look better.

I use Paint Shop Pro and it allows rotating pictures small fractions of a degree. I often rotate images when side lines of major interest or text are clearly not parallel or at similar angles to the sides of the picture. Do it, then use Undo if it is wrong amount - I usually move too moch the first time
There is a free download with limited time use which may be enough to do what you want - it has been a long time since I downloaded.
Other programs may do the same.

you have to unwrapped the picture on the text wrapping so that you can freely drag the picture, this way the HOLDER will appear, you can now easily rotate the picture whenever you want to. By the way you must at least have Office 2000 or higher.
