IMO applies everywhere.......except maybe Somalian waters..

so does SOLAS, STCW 95 MARPOL etc.

under the Port Sate Control Act, the Coast Guard of the country you are in can enforce INt'l rules on you no matter what flag flies off the stern....so don't tell the MCA they can't come aboard because you're registered in Malta, or the USCG because you're registered in the Isle of Mann.........

as far as labor conditions,,,,,,,housing, pay, hours, food etc..that would be regulated by the "Merchant Seaman Act" or the like of the nation you are registered in
