I suppose it starts with knowing enough about art history and what artists are dealing with now and then taking those ideas and working with your own ideas and being able to express what your own personal vision is about, not just in the artwork but in writing.
I'd start with talking to working artists and looking at the art that is coming out of the world today. Even if you can't talk to the artists all the time, just keeping up with work and artists' statements is really helpful. And then being able to communicate these ideas with other artists who would be interested in the movement is just the next logical step.
I believe that communicating with artists is key. Even if the communicating only happens on the canvas (figuratively and literally speaking).

Well the way I see it, you are not stuck in a creativity or artistic problem, as some think here, It's a matter of comunication, finding and let everybody know your initiative.
First, write a maniffesto, a public declaration of principles, policies, or intentions, in this case as an art movement founder. Whit what you say you may find people that is searching ideas like yours or that they have similar ideas as yours.
Then think: where can I find more artist? Perhaps in forums, magazines, etc. and try to publicate it.
Then make a site, where they can meet, talk, expose, chat, express, etcetera.
If your movement is strong enought in no time you will have enough people.
I've readed once of a movement that started in internet and it's based on a global-tribal effect. they were from several different counties, they were from several different art branches (sculpture, music, painting, writing) and they worked very united. I wish I could remember where I read it.

Well, you've got my attention, for sure!
I don't know how to design a website, but you might visit other artists' websites to see how they do it. Success on-line is spotty at best for artists, so attracting customers is the real challenge. Or is your intent just communication between artists? In any case, make me your contact, and then you can email me.

How much can you fit in a pixel? Have people make a personal statement with just one pixel, then combine all of them to represent the world society as a whole.
