Emperor Scorpions come from temperate areas. Reptile bark or just plain potting soil would be much better than sand. The scorpions are going to bake to death with the light on top.
They need a shallow dish, about 2" deep. Sometimes, they will sit all the way in it. Feed crickets about once a week. Emperors will also eat pink mice. Only feed a baby mouse about once a month. Emperors can live to be 9 years old and have live young, which are white at birth. Lots of times, they are pregnant when customers purchase them. The young will crawl on top of the mother when born but have to be removed because the scorpions will eat them. Did you know that anyone who is allergic to bee stings should not own a scorpion or tarantula? Trust me the sting hurts, even though it is the lest venomous of all scorpions. Have lots of fun with your new interesting pets. You can keep 3-4 in a ten gallon tank. They will display at each other until the territory is settled and that is all. Provide a nice hiding place.

Emperors are not a desert species, they are forest dwellers so as has already been suggested change the sand over to a safe bark mulch or something else that holds some humidity which they need. I would also use just the heat pad and get rid of the lamp, they don't need that level of heat. If you are housing them together you must keep them well fed. They are usually kept as a solitary pet as they do sometimes eat their cagemates.

this sounds ok, maybe a little on the warm side. 80 - 85 max would be best. also have something for them to hide in or under. a hollowed out dome log would be good, something for them to crawl on and under. a water dish is necessary also. some mossy type material for variety on the bottom of cage would be good for them. feed crickets (9-12) every couple of days. it's really cool to watch them hunt! i used to have 2 emporer scorps. they glow green under black light! be sure to wipe sides of tank occasionally with water, or cleanser specifically for reptile tanks, usually in a spray mist form. good luck.

This site had some good ideas for housing and bedding:

I don't know much about scorpions, but I do know they like to burrow some and need a 'shelter' to hide under at times.
