I don't think Belgium is a good example of power sharing. It started out as a unitary monarchy, with more and more powers (transportation, public works, water policy, cultural matters, education, public health, environment, housing, zoning, and economic and industrial policy) devolved to the Flemish, Walloon and German-language communities and the regions of Flanders, Wallonia, Brussels and the German-language region since the 1970s, each of them having their own parlements and governments.
