I'm assuming you presently live in Malaysia. If so, there may
be some difference between paypal for you and paypal for the US. As I understand it PayPal is the intermediary between the seller and the company. PP takes all the credit card information and checks it to see if it i valid. They then give you a Pay Pal number which you can use when shopping anywhere on-line, that accepts PPal.
If I were you, I would contact Pay Pal and ask them if you have a valid account and that you now want to buy ???????? using your PP account. They will either approve it or tell you why not . Be sure to get your password also.

It's not a scam if you know the person who sent you the money or you sold them an item through an online auction. I don't know why everyone is freaking out here, Paypal is a completely legitimate website. You can transfer the money to your checking account using the links within your Paypal account (use only these links!) If you start using Paypal more often, you can sign up for a Paypal debit card, but they take 3% of all of the funds you receive. Also, transferring the money directly to your checking account takes 3-5 business days. Weekends and holidays don't count as business days, so if you try to transfer the money any later then Tuesday or so, you probably won't get it until Monday.

Usually paypal requires an institution such as bank verification.
You need to show that you have funds somewhere else. If you can, transfer money into your paypal account from your bank account.
If you bought something on Ebay, hit pay now and follow directions.
If not, go to Paypal and hit the send money tab.
If you are really lost on this, hit the live help button and you will get a answer or email them.

It is really simple, just read their policies & follow the instructions to send it. If you mess up, they will stop you & make you correct the error before sending.

They will deduct something like a dollar to make certain that you put all the numbers in correctly & that your bank info is active. You will get the money back. It is just used to verify everything is done right & ready to go.
