Unfortunately in this country if a building, apartment or otherwise, is not accessible, you will have to file a Human Rights complaint which can take years. (Unless the owner will voluntarily comply.)

If the owner of the apartment is an individual, as opposed to a corporation, who only owns the one building, he/she could claim financial hardship and could be exempt from making the building accessible.

I would suggest writing a letter stating the need for the building to be accessible. Give him 30 days to respond, then file an official complaint.

If the building is a newer building, then accessibility would have been a requirement during construction. If so, then you may be able to get quicker assistance with the city's building inspectors for breach of development permit.

It will depend on the City's building rules and regulations. Check with the city the apartment building is in and ask them.
