I'll rate on none of the above but i will say Buff.
Scott Steiner has been on tv fairly recently and consistantly.
Last i heard of buff he was wrestlin in a bingo hall in southern VA drunk and picking a fist fight with a pepsi machine.
i seriously eyewitnessed him drunkenly fight a soda machine. that seals it. gimme my points. i win

No comparison there. Steiner has better mic skills, had gr8t wrestling skills when he tagged with his brother Rick as the Steiner Bros. Steiner recliner is a gr8t finisher. They're tied for ring attire though. Scott has won numerous tag championships as well as the US Heaqvyweight championship and WCW World Heavyweight championship. So I guess Buff Bagwell is the biggest loser between them.

Bagwell was cool
He had the Buff-Buster, decent mic skills, decent ability, attire was Benoit-ish and did accomplish stuff
Steiner is a steroid fuelled tool, enough said
