No... for many reasons, but not for most of the reasons given in other people's answers to this question. First of all, I've seen all of the documentaries and special features on the bonus discs to all six Star Wars movies, so what I'm telling you is the truth from George Lucus and his crew. Many people have said, "He thought of this in the seventies and Bush wasn't a President then." That doesn't matter... The STORY was written back then, but not the script. Watch the documentaries... you'll see. He wrote the script for episode 2 as soon as episode 1 was finished, and the script for episode 3 as soon as the finished producing episode 2. All of the detail and lines and stuff were added during Bush's Presidency, so it could be possible, were it not for the fact that Lucus has stated many times that it has nothing to do with current times and that if you see it that way, you're reading too much into it. A lot of the Star Wars saga has to do with politics in general--a lot of history in there. Most of it was based on certain historical things...like for example, the Empiror's rise to power through "emergency powers" is based on what Hitler did, etc. But Lucus has said that it has nothing to do with current things, like Bush for example.

No, Revenge of the Sith is not a political statement. However the situation that allows Emperor Palpatine to create his Galactic Empire is frightenly similar to real world events. Palpatine creates a war by playing both sides and gets his legitimate rulership followed by more and more increased powers. Conspiracy therorists have a field day with the comparisons.

Some of the dialogue could be taken that way. For instance, there's a line in Palpatine's "Start of the Empire" speech has a part about being "resolved" not to back down, and right before the Anakin/Obi-Wan duel Anakin says something that sounds quite a bit like a Bush statement (If you're not with me, you're my enemy.)

It's possible, but you'd have to ask Lucas to be sure. I know when my parents saw it, they did pick up on a few anit-Bush-type statements, which ruined the movie for them.
