I love my fair skin! Because of the special properties of fair skin, you'll likely end up staying young looking long past the time when your friends are showing their age.
But in order to make the most of your fair skin, you've got to treat it right. Use the gentlest cleanser and moisturizer you can find. Make sure you drink lots of water to keep your skin hydrated. Don't get too much sun, which can dry and age your skin, but get a little to make the most of the freckles you most likely have.
Use the lightest foundation you can find. A tinted moisturizer is best because you can combine two steps in one (moisturize and protect/balance color).
For summer, stroke a light bronzer across your cheeks and nose to give you a sun-kissed look. If you need a little color, use a gel blush before the bronzer, sticking to a tone that's more pink than orange.
If your eyes are blue, use brown tones for eyeliner and lid color. If you have green or hazel eyes, use more purple tones. Follow with black mascara to make the most of your lashes. (Unless you have red hair, then use brown or brownish black mascara to avoid a "fakey" look.)
Finish up with a little lipgloss to match the tones of your clothes and you're set.
It's especially important with fair skin to remember the old adage "less is more". Every little bit of makeup will show up on your skin more than darker skintones. Use a light hand and layer your colors to avoid a harsh look.

Well, I use Bare Minerals, because it comes in many different shades, including fair skin shades. It costs about 40 to 50 dollars, so it may be a bit of a splurge, but you will be happy with the results. Also, a less pricey alternative is Trueblend by Maybeline. That works well too, but maybe not quite as good.

Be careful, the problem with fair skin is that most foundation for fair skin is typically a cool tone (blue undertones) while many of us have warm undertones. I would agree with Bare Escentuals, it mixes very well and looks natural (I'm biased since it's what I use), and I use light and fairly light foundation colors, paired with the mineral veil. TruBlend (Covergirl? Maybelline?) also has a lot of variety in color. I would definitely try to figure out which tone your skin has before getting something.

I have the next to lightest skin tone with a few freckles and I use Mary Kay, it is 14 for a foundation (any formula) and the stuff never leaves a line and looks so natural.
Go to Marykay.com and put in your zip code and then you can either send an email to a consultant who will send you samples or come to you and let you try the different shades and they can tell you the best way to apply all of your make up.
I used to have problems with breaking out no matter what skin care/make up I used (Clinique, Shisheido, Origins) I have zero problems with the Mary Kay and the one time in 2 yrs I got a lip stick that I didn't like she came over with a book of samples to try until we found one I love and replaced it for nothing.
Check them out, it is the best.

Foundation? As a seriously white white girl, I have had tons of problems finding a light-colored foundation that didn't make me look too yellow or too pink. Like all skin products, it really depends on how much you want to spend, and what type of skin you have. I've had luck with L'oreal True Match, Trish McEvoy, Shisheido, Chanel, MAC, and Prescriptives Custom Blend. Most better department stores will give you free samples of foundation (2 - 3 days worth) to take home and try out. And if you burn easily, you might want to get one with SPF.

Daytime look no eyeshadow or eyeliner just a little mascara. Always use loose powder like bare essentials and some blush and lots of lipgloss. Night time wear, bright red lipstick looks the best on fair toned skin. Some bronzer on tzone area, and of course mascara.
