Put it in a plastic bag and throw it in the freezer for a few hours. Not even kidding, do a search for 'broken hard drive freezer'

Real data recovery off a crashed HD is pretty expensive. And you might not need it:

1) What you can try is a repair tool AFTER you "slave" the HD to a master drive with a working OS on the master drive.

2) Google some free/share/trial "block repair" hard drive utilities. It'll recover what it can. In some instances, it can recover enough to give you a working drive but that's not realistic.

3) Consider getting a separate HD's for your data and your OS. HD's in the last few years have MTBF (failure estimates) that will last you way longer than you'll have your current PC.

The well known expert in the field is ONTRACK. You have to send in the drive to get a quote. If the data is important to you and worse the money, you can contact them.

1600 sounds relatively inexpensive for data recoverly.

An old trick is to find an identical harddisk and swap out the circuit board. DO NOT ever open the sealed metal case. Once you do, all the chances of recoverly are gone.

"dead" can mean many things. Circuit board, head crash, motor. Did they give any further details? I find it hard to believe that a reputable place would just say "it's dead, fork over $1600". When I went to CBL data recovery they did a free evaluation and gave me a written quote with the exact problems. Unfortunately $1600 does sound about right. $1600 is cheap for recovering from a dead hard drive. They have to be taken apart in a vacuum sealed room with the workers wearing suits that look like space suits. One partical of dust would destroy tons of data on the platters of the drive. That is why it is so expensive. It is only logical for data that can not be replaced.

You might be screwed over on this one. It looks like it's a loss, you may have to fork over some serious money if you want your stuff back.
