Hi raunchy (why 'raunchy'?).

All cells in an organism have the same genetic code. For one cell (e.g. a neuron) to function differently than another cell (e.g. a liver cell) different genes must be 'expressed'.

Certain genes need to be expressed and others repressed for a cell to be a neuron. Other genes need to be expressed in combination with repression of certain genes for a cell to be a hepatocyte (liver cell). Thus, gene expression determines the cell type.
